I have one idea that would help raise capital while absorbing carbon dioxide and feed people all at the same time. First you start with tubes with clear tops and fill them with ocean water and grow some biomass. Then you harvest the biomass to get oil water and nutrients. Then you sell the oil and use the nutrients to grow food. We could start with a barge in the puget sound until technology for growing strong materials that could withstand the open ocean comes around. Eventually using biospheres we could grow tons of biomass and fuel.
