Eight years after the September 11th attacks, the House of Representatives today approved the “Chemical Facility Anti-Terrorism Act of 2009,” (H.R. 2868) by a vote of 230 to 193. Most people here in Barcelona I think would say 'slow progress' is an exaggerated description of the state of climate negotations.
