Branson and Gore pledge 25 million

What a smart and responsible move by Sir Richard Branson and Al Gore to offer $25 million to any scientist who can find a way to improve the atmosphere in relation to global warming. I guess they couldn't have picked a better motivator!
Any down side to this offer?
