I would think that real change would come from the power local people in the Bering Sea region via political straight-jacketing of commercial fishing and other industries that have no respect for the life of anything/one there.
I started supporting Greenpeace in the Bay area during the 70s, fighting the Canadian Harp Seal 'hunt'. Watching people in rubber boats confront whaling ships gave me eternal respect for Greenpeace. Still here 30 years later, but living inland. One treasure is having seen Jacques Cousteau at Berkeley in the mid 70s talk about the pollution of the world's oceans.
